ENGINEER'S LICENSE Q & A 

Q Can I begin the course modules before I send my application to the M.C.A.? 

A. No. The M.C.A. requires that all candidates must submit an application with the required sea service and sea time before beginning any modules. 

Q. What is the difference between sea service and sea time? 

A. Sea service is the total time employed as engineer on a vessel over 24m. Sea time is the total time spent at sea, in days, on a vessel over 24m. 

Q. Are the M.C.A. accepting foreign engineering apprenticeships? 

A. Yes. The M.C.A. will accept engineering apprenticeships from Australia, New Zealand and South Africa, providing that the apprenticeship is accepted by the Australia, New Zealand and South Africa Merchant Marine Authority as entry level standard. 

Q. Are the M.C.A. accepting foreign Navy time (military)? 

A. Yes. The M.C.A. will accept Naval service from Australia, New Zealand and South Africa in the same way as it does from the British Royal Navy. 

Q. On the application form it asks for a Medical Fitness Cert. (ENG1). What is it? 

A. The ENG1 is a personal medical test. It must be done within three months of submitting your application. The M.C.A. do not require a drug screen test. 

Q. Can I send photocopies of my testimonials, documents and academic qualifications with my application to the M.C.A.? 

A. No. You must send originals only. The M.C.A. will not accept photocopies. 

Q. How much is the application-processing fee? 

A. It is 180 Pounds Sterling, plus 10 pounds for overseas applications. Total 190 Pounds. 

Q. How long after I send my application will I know if I am accepted? 

A. Usually four to six weeks. 

Q. What do I receive back from the M.C.A.? 

A. If your application is accepted you will receive a Notice Of Eligibility. (N.O.E.) This means you are eligible to sit the oral examination. You will also receive all your original documents. 

Q. Do I need my N.O.E. before I begin any modules? 

A. No. But you must have the required sea service and sea time and submit an application to the M.C.A. before beginning any modules. 

Q. If I cannot obtain a testimonial from a former captain will a job reference letter be accepted? 

A. If the reference letter states the vessel Name, Flag, Official reg. Number, Registered tonnage, Registered length, Registered power, how long you served on board, and how many days you were at sea. Yes, it must also have up to date contact information for verification. If the reference letter does not have this information, No.

Q. Can I send a Fax copy of a testimonial with my application? 

A. No. All testimonials must be originals. i.e. the actual document you filled out with information and signature of the person giving the testimony.
